Abstract

This article analyzes contemporary approaches to ensuring the right to education 
of children with special educational needs, as well as the essence, content, key principles, 
and interrelationship of inclusive education and individual home-based education. 
Particular attention is paid to ensuring equal opportunities, non-discrimination, 
consideration of the child’s individual characteristics and needs, adaptation of the 
educational environment, and pedagogical support. The goals and objectives of inclusive 
and individual home-based education are comparatively analyzed, demonstrating that 
their common foundation is the creation of appropriate conditions for children to receive 
quality education in accordance with their individual abilities. The article also examines 
the alignment of national educational practices with approaches proposed in international 
research that are based on human rights, responsiveness to individual needs, and the 
removal of barriers to education.
