CONCEPTUAL FOUNDATIONS AND DEVELOPMENT STAGES OF THE PEDAGOGICAL EDUCATION CLUSTER

This article analyzes the conceptual foundations of the pedagogical education
cluster and the stages of its development from 2019 to 2025. It examines the transfer of
the concept of the “cluster” from economic theory to pedagogy, its distinction from inter-
institutional cooperation, and the functional distribution of roles among cluster
participants. The body of research is divided into six stages according to substantive
priorities, and prospective directions for further evaluating cluster effectiveness are
identified.
