SOCIO-PEDAGOGICAL FOUNDATIONS FOR DEVELOPING ACTIVE CIVIC COMPETENCIES AMONG UNIVERSITY STUDENTS IN THE CONTEXT OF DIGITAL TRANSFORMATION

Digital transformation is imposing new requirements on the development of active
civic competencies among students in higher education; however, the socio-pedagogical
foundations of this process have not been sufficiently studied in a systematic manner. The
aim of this study is to identify and systematize the socio-pedagogical foundations for
developing active civic competencies among students in digital environments. The
research employed theoretical analysis and a systematic review of scholarly sources,
examining publications from 2020 to 2023 indexed in Google Scholar, Scopus,
CyberLeninka, and the electronic catalogue of the National Library of Uzbekistan. The
findings indicate that active civic competencies are manifested through the integration of
cognitive, axiological, and activity-based components. Digital platforms, social networks,
and online communities are regarded as resources for expanding civic participation. At
the same time, limiting factors such as passive information consumption, superficial
participation, and digital inequality were identified. A direct relationship between digital
literacy and social activity was established, and motivational, cognitive, technological,
organizational, and environmental factors were systematized. The practical significance
of the study lies in the potential of the identified factors and effective methodological
approaches (project-based activities, online discussions, digital volunteering, and media
content creation) to improve the development of active civic competencies among
students in higher education institutions.
